First of all, you need to fix your locale.
Secondly, you don't start Xfce by running the session manager. You would start it by running startxfce4 which will start all of the components.
However, to properly answer your question, you will need to provide much more information about your system, which Xfce version you are using, which distro, what you are trying to accomplish....

I'm on exagear emulator xfce4 were launch successfully on ubuntu 16.
Now I changed to ubuntu 19.10 and xfce4 doesn't work

It's generally tied to the distro that you are using. You could ask at the ubuntu forums how to use an earlier version of Xfce, but it won't be easy. If you want to try to install it yourself (also not an easy thing to do), Xfce downloads can be found at https://www.xfce.org/download and build instructions at https://docs.xfce.org/xfce/building.
If you really want to run an earlier version of Xfce, look at the debian stable distro. It still includes 4.12.

Edit: Exactly what are you trying to accomplish? Google is telling me that exagear emulator is a windows emulator for android devices. How does Xfce fit into all of this?

If you really want to run an earlier version of Xfce, look at the debian stable distro. It still includes 4.12.
If the OP prefers using Ubuntu type distros, then he (she?) might be more comfortable with Mint than with Debian. Mint (Xfce) only started using Xfce 4.14 with the Mint 19.3 release. Mint 18 will be supported / receive updates until 2021, and Mint 19 will be supported / receive updates until 2023.

Xfce runs in the Microsoft Windows world?! Wait... <SCRATCHES HEAD> Why run a Microsoft-emulator in Android with the intention of then running the Xfce DE in that emulator. Even if such a thing is possible, it seems like it would be less painful to throw a hammer as high up into the air as you can - and then "catch it" with your forehead . Wouldn't it be simpler, easier, more stable, and far more likely to run at a higher evident speed to just go ahead and stick a linux distro directly onto your cell phone or tablet device?
