Ristretto tool bar - text or icons

Just curious.

Have several DEBIAN Xfce installations here. Buster and testing. In all but one the ristretto tool bar shows up like that.

But one Buster installation looks like that. ?? There is no setting, no button to change.

Seems to be an 'unsolved' miracle to me.

It looks like you have the toolbar style set to Text. Go to Settings Manager > Appearance > Settings tab and change "Toolbar Style" back to "Icon". This setting affects only GTK2 applications.
