I currently have xfce4-cpugraph-plugin 1.0.5 (CPU Graph), which I think is part of Xfce genuine stuff?
I am on Debian Xfce 10.
Tray tooltip shows highest-CPU consuming process is the exact text of a feature from Windows Synsinternals Process Explorer tool.
It's a feature that would be great for xfce4-cpugraph-plugin!
At the moment, my cpugraph tray icon tooltip shows:
Utilisation : 20%
I'm in French, maybe it's in English:
Usage: 20%
Highest CPU consuming process would be additional line, like:
Utilisation : 20%
Thunar : 12%
or, in English;
Usage: 20%
Thunar: 12%
You can even hover your mouse left/right over a specific point in time of the graph to see which process used that much CPU at this or that point in the visible past.

If you are using Debian 10(Buster) then your using XFCE version 4.12. The current version is 4.14 and there are many changes and improvements. I would suggest searching the forum for how to use MX repos to install XFCE4.14. There are other ways as well but this one is pretty straight forward.

As an option, you could use the genmon plugin. I wrote a sysstat script that does something similar. Here is screenshot:
Displayed in the panel is CPU/MEM/HD values, but you could easily put an image there instead. You can't put the actual cpu graph there though.
