Themes Not Applying to Some Menus & Buttons

Hello all,

I'm having an issue with themes no longer applying uniformly. It seems to be a broad issue, not specific to any one theme. Basically, themes are not being applied to some menus and buttons, i.e. Applications Menu and Window Buttons on the Panel, as well as some dialog buttons like Cancel and Apply.

After looking at some posts with similar issues, I've tried emptying out ~/.config/gtk-2.0 and ~/.config/gtk-3.0 but no dice with that tactic. I'm not really sure what else to try.

Hardware is an early 2015 MacBook Pro. Running Debian Buster stable with backports (5.5.0-0.bpo.2-amd64).
libgtk-3-0:amd64  3.24.5-1
libgtk2.0-0:amd64 2.24.32-3
XFCE 4.12
