For the first one, what are you missing? You may not have it installed.
For the font size goto settings>appearance>fonts. This will change all fonts. Depending what version of xfce you are using you may be able to be more specific.

i did fixed that font problem but not so like u said... there is options missing on that image i did post it that u can compare it with yours... i need help

I am posting an image of mine but as I said, if your missing something you likely have to install it. My eyes don't see that pic very well. I'm trying to figure out what you don't have but would need to translate but again very hard to read that for me. Turkish?

I agree, but a look at some posts in a Kali blog shows "Window Manager Tweaks" and other items in the Xfce Settings Manager (which are missing in OP's install). Maybe we can help...
Azamet, you can do a little trick to get screenshots in english; just put LC_ALL=C before the command, like in this example:
LC_ALL=C xfce4-settings-manager
The changes will be only for that command, so you don't have to change your settings, would you send the screenshot again, in english?
Also, let's see what Xfce packages you have installed:

I think Window Manager Tweaks is part of Xfwm4. Maybe Kali left it out of their build?
In a terminal try:
xfwm4-tweaks-settings
This should just bring up that particular section of the settings. You should also have /usr/share/applications/xfce-wmtweaks-settings.desktop.

The .desktop file is what shows up in the settings manager. Do you have it? It could be an issue of it being installed in the wrong place by Kali or omitting it in their build. Please confirm it's there.

I've found this interesting post, xfce4-settings-manager don't show many configuration programs.
Take a look. It's on a Xubuntu system but the main point still stands: look for instances of xfce-settings-manager.menu in your system and check the details and differences.
$ locate xfce-settings-manager.menu

The Whiskermenu can be edited if you right click on it's panel icon and select properties.
Following alcornoqui's suggestion I only find one instance of "xfce-settings-manager.menu" (/etc/xdg/menus/xfce-settings-manager.menu). If kali uses a custom file it might be kept in the users /home. This file would take priority over any other system file. Just a thought.
