xfce4-dict stuck on dict.org

Running Debian Buster, XFCE 4.12. In the dictionary, xfce4-dict, I can change the setting from dict.org to localhost. It works fine since I had set up and dictionary server on my machine. But this setting does not persist after I restart. I tried changing dict.org to localhost in ~/.config/xfce4-dict/xfcd4-dict.rc prior to launching the dictionary. But then that file also changes back to dict.org, and I have to change the setting again back to localhost. Web search and looking in /etc did not yield any help. Once set, I can close, then relaunch the dictionary and the setting does persist for a given log-on.

Where is the "master" file for this setting?

Any help or ideas would be very much appreciated so that I can get this setting to persist. Very  many thanks.
