since I can not find a way to recover Wishker menu, I like to remove the panel all together and reinstall it , I was offer that option for LInux Mint, but I'm on Debian 10 . or could some one please look at this code see if it will work on Debia [ xfce4-panel --quit ; pkill xfconfd ; rm -rf ~/.config/xfce4/panel ; rm -rf ~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml ; xfce4-panel ]

The command it stopping the panel and xfcond, then removing the configuration file and restarting the panel. This would be unique to XFCE4 and not the OS. Mint is a loose base of Debian so I don't see any reason it won't work. You may want to have a look at the files before you delete, it might reveal some info. Another thing is just to rename those files(.bak) and restart. They should be recreated on a restart(which is what xfce4-panel is calling)
EDIT: Run the command as a normal user not root.
