Call a particular panel number

I am the lead for MX-Fluxbox, which is a fully integrated overlay to MX-Linux. I would like to be able to define a second panel, and then in the startup file specify that only that panel would show, maybe something like this using the actual panel number that I am interested in:

xfce4-panel --panel-2 

The reason I am interested in doing this is that I would like to be able to run the excellent weather plugin in panel 2 but not have to see panel 1--which I want to avoid altering anyway b/c it would mess up the Xfce side. I looked through the man file and the Xfce docs, then did a web search but did not find what I was looking for.

Is it possible?
