Bugs HowTo

Does anyone know how to use the GitLab bug reporting system.  It is so confusing.  Can't make heads or tails of it.  (I wonder why usability was not consider in the change.)

I just wonder why the idea of being intuitive seems to have been lost on the GitLab people.
