Why mouse management still not done right?

I just don't understand why after all those years we still do not have proper mouse management. I have to manually adjust from xinput every time i install.

Back when i was using xubuntu i had seperate controls for acceleration and mouse speed. And acceleration control never worked lol.
Now on manjaro xfce i don't have anything other than acceleration.
I hate acceleration tbh, i'd rather deal with mouse speed only.

What is drawing xfce back on this matter? Is it just not possible? Is it time consuming? Or is it just not a priority?
