How can I get the XfcePanel to show up automatically on the desktop?

I installed Debian 10 with Xfce4.
When I login as root Xfce4 opens and the Panels 1 & 2 are visible.
However, when I login as a different user the Panels are not visible despite having chosen Xfce on the login screen.
Xfce is running for the user, and I can use the terminal to start the panel and it will appear, but when I log out and log back in it doesn't persist.

How can I get the panel to always show up immediately when I log in as a user other than root?

You have to add it to the applications at the start "xfce4-panel" and it will load from now on...
