When I was switching tabs in GIMP (to use tabs in GIMP click Windows > and toggle Single-Window Mode) unrelated Window Buttons in the Panel would change the order in which they were displayed. They appeared to change their order at random, ie. sometimes they would not change their order when switching tabs in GIMP, other times they would. Note that the GIMP icon updates to show the artwork in the tab when switching tabs (in Single-Window Mode only, strangely this does not happen when this mode isn't toggled, could be another issue for Xfce?).
The two unrelated icons in question that would swap position at random, say Firefox and Tor, were the only icons positioned to the left of the GIMP program in the Window Buttons component, if that helps.
For the sake of maintaining a consistent UI, this is probably not desirable.

I'm not sure I fully understand the issue. However, in the Windows Buttons properties, you can adjust grouping and sorting behaviour.

I had two images open in GIMP. When I switched between them, using the tabs near the top of the window in GIMP, the icons for two other programs in the Panel would sometimes swap position. I realize this sounds non-sequitous. It's the equivalent of say, two apps on your phone's home screen swapping positions because you opened a file in your Gallery app.
I know it sounds weird, and that it shouldn't happen, but it is, or at least was. I'll can make an animated gif if you need.

I can't replicate this behaviour on my system. Which distro are you using and which version of Xfce and Gimp?
