firefox windows opening in wrong desktop

Fedora 32. xfwm4-4.14.5-1.fc32.x86_64

I have 4 desktops. Firefox windows were open in Desktop 1. Now a bunch of them have jumped to desktop 4.

~/.cache/sessions/xfwm4-*.state shows about 20 ff windows in DESK 3.

So I logout and change all the DESK 3's to DESK 0. Restart. login. Still all DESK 0's in *.state. startx and the ff windows go back to desktop 4, even though xfwm4-*.state still shows DESK 0, no Desk 3.

Where is xfwm storing window placement ? Where does it get the info for desktop placement ?

This move of ff windows to diffenent desktops has happened before. I'd really like to figure out how to configure the placement without dragging the windows 1 by 1. Which, BTW, sometimes does not have any effect even with the Save session box checked.
