Sadly this problem extends far past xfce4-clipman-plugin but most affected programs I can replace and work around.
xfce4-clipman-plugin will only render on the GPU/XScreen that has the panel with its icon. Most other managers won't render at all unless the mouse is on the XScreen it's run on where as xfce4-clipman-plugin will but pops up at the XY position of the mouse but on another XScreen.
Several XFCE applications are GPU locked which is very frustrating. Thunar for example is locked to the first XScreen it was launched on until all instances are closed. This is normally behavior of something using GPU locked accelerations but shouldn't extend to basic system utilities and applications.
If someone cares to fix this it would also be killer if while mucking about in the source you could add stickies.
