How do we have a mullti key press as a shortcut

How do we have a mullti key press as a shortcut for a key press in global level ie. will be always overriding as long as in a system user session ?

TAB key needs to be functional whenever SHIFT and 5 Keypad is pressed (but when numLock is off)
How to accomplish it ? Thanks !
