I can't disable Workspace Switcher scrolling

I've unchecked the "Switch workspace using the mouse wheel" option:

But scrolling on the Workspace Switcher still switches the workspace.

Is this a bug? Can you please try testing this on your desktop to confirm if it's just me.

Xfce version: 4.14
Linux Distro: Xubuntu (based on Ubuntu version: 20.10)

Steps to reproduce:

1. Open Panel Preferences (right click on panel, select `Panel Preferences...`
2. Select `Items` tab
3. double click `Workspace switcher` to open its settings
4. uncheck `Switch workspace using the mouse wheel`

Scrolling will still switch workspaces. Does it work for you or am I doing something wrong?

See https://gitlab.xfce.org/xfce/xfce4-panel/-/issues/274. It looks like libwnck has changed something. In fact, post 4.14 (in preparation for 4.16), the setting has been hidden from miniature view.

It works fine when in Buttons mode (Miniature View unchecked).
