Fullscreen application ordering in the window cycler

In the window cycler fullscreen application are always ordered at the bottom, even if they have been active more recently than other windows.
I haven't found any setting to toggle this behaviour.

From looking at the source code my inclination is that it is caused by different "group"s being sorted differently but I'm not entirely sure what a "group" is since I'm not very familiar with xfce's source.

If anyone could point me in the direction of where exactly this behaviour is handled in the source code I would be happy to make my own patch.

I am surprised I have never realized this but I read all the gitlab comments and I am agree to change default behavior as x4e patched and suggested!
