restarting (xfce4-panel -r) rearranges windows in taskbar.

I restart the XFCE panel often enough (mostly manual edits to config files) that I've added a restart button on the panel itself.

However, when the panel is restarted, all applications in the "Window Buttons" taskbar are rearranged (according to age, I think).

XFCE 4.14
Xubuntu 20.10
Kernel 5.10.1

Options:
    - Sorting Order: None (I regularly drag and drop).
    - Window Grouping: Never.
    - Filtering Options: All off.

2 monitors and multiple workspaces.

Would this be considered a bug?
