cursor follows scroll?

Nuts, I know I had this at one time: when I scroll I'd like the cursor to remain trapped inside the window.  As I recall, during scrolling, once the cursor 'hit' the bottom of the screen it was dragged along.  Or maybe even 'held' at the same screen absolute position during scrolling?
