I'm trying to get an xfce4 (version 4.12) French environment up and running with a "headless" vnc session courtesy of this Docker image.
Now if I use the original
FROM ubuntu:16.04
with the French locale install it works fine and I can everything in French as shown below

Now if I changed the `FROM` to use ubuntu 18.04, keeping everything the same, only some of the UI gets translated as shown in https://imgur.com/ZNq47nL.
Sorry if this is something obvious, I'm still new to these environments. I tried searching everywhere but couldn't find anything to help or guide me in this issue.

The docker file github page you linked to has an "Issues" tab. Probably best to post there. Xfce is fully translated - maybe there is an issue with docker file/setup.

Xfce is fully translated
This is more than disputable , with systems in French and Spanish I often have to battle with the ".mo" files. Especially with 4.14, where they have made new spanish translations , apart from being of poor linguistic quality, it has been very incomplete (even in "session and start" there was a phrase that was half-half, spanish-english etc.).

In case anyone stumbles here re: i18n of xfce on ubuntu 18.04.
I was able to get it into French by just adding the `Thunar.mo` file in `usr/share/locale/fr/LC_MESSAGES`. For whatever reason the `mo` files are not generated in ubuntu18 but are in 16.
