how to make 'focus' stick on current window?

- for example:
there 2 terminal windows A and B,
A is your current working/active window,
B is where your mouse cursor stayed on,
now tried to scroll (e.g by double fingers on touchpad) the A window..

- the problem is:
A was the one purposed to scroll, -but
B was the one actually scrolling.. looked like 'focus' followed the 'mouse'..
// did not set 'follow mouse' to get focus, but by 'click', in the window manger cfg.

is there a way to make scrolling stick on A window? (unless clicked B window to switch on purpose)
