key to bring up window actions menu?

Is there a way to add a keyboard shortcut for the window actions menu (the one that shows up when you right-click on the titlebar -- Maximize/Always on top/Send to other workspace etc)?

Yes. Go to Settings Manager > Window Manager > Keyboard. Its the action called "Window operations menu". I believe by default it is Alt+Space, but you can change to whatever you like.
