I can't seem to be able to use the switch user button. It's greyed out. Any idea why?
Also, Is guest account creation managed by the DE xfce or the distro debian?

Xfce is a session-based DE - meaning it runs within an existing session. The creation of this session (account) would need to happen at a higher level (distro-based).
I believe the Display Manager may also present a "guest" type of login capability (depending on the DM).

I read it but I was still facing some issues.
The "dm-tool switch-to-greeter" is working fine but the issue was that I had not way of using "dm-tool" command to switch by default using the action button plugin since unlike the whisker menu, the action button are not mutable. I can't enter a custom commad. The user switch command for action button was probably "gdmflexiserver" which was not installed. I tried installing gdm but I got this
In the thread you linked to DEDEMEGA's post which might or might not be my very own alt account that I lost the password to, was made on arch linux which had the action button "switch-user" working fine but whisker's switch-user broken. But the whisker thing had custom command so all worked in the end.
The actual package on debian is not called "gdm" I needed the package which was called libgdm1 and once I installed it the switch user thing worked again.
