Bring To Front

There is an annoying issue that is beginning to be a big problem.  With Xfce 4.12 on Debian 10, programs under other programs cannot be brought to the top by selecting anywhere but on the title bar.  I would think that I should be able to click anywhere.

Settings Manager > Window Manager > Focus. Is "Raise window when clicking inside application window" selected?

It is an Xfce default. Not sure if different distros change that setting.
