Sounds like there's something wrong with the image you're trying to load. Xubuntu is nothing but Xfce.
From what you've written I'd say start again from scratch. I'd also recommend mx-linux versions of Xfce for a more polished user experience. You'll need to change the position of the panel from the side to the bottom but once you've done that (from the welcome pop-up, no less) you're good to go.

Greetings!
Fwiw, you might give Mint 20.2 (xfce 4.16) a try. Came out in July and is based on ubuntu 20.4.* Download its live .iso from the servers listed @ https://blog.linuxmint.com/?p=4103 ... Ime, it is a highly polished spin and comes with a load of goodies particular to Mint. Rock solid and stable, too. I am currently in the process of upgrading my diverse folks from Mint 19.3 / 20.0 / 20.1 to 20.2 as I have been waiting for xfce to complete its move to Gtk3+.
Cheers, m4a

turns out i had a bad copy of an ISO i downloaded about a year ago. i downloaded a new one and it seems to work right. now to try and add my stuff to it from Xubuntu 18.04.5. i'm posting this from the 18.04.5 system which has access to where i practice installed 20.04 so i can copy stuff over to make changes. i need to compare ,config files to see which of those to try copying.

what would be nice is a way to run an installer in any Linux (at least the same distro, if not others) that can install onto other disks. this can be nice with so many USB devices around.
