Mousepad relies on Enchant for the choice of languages, so you have to see its configuration (see /usr/share/enchant/enchant.ordering and man enchant).
The default language used when opening a new document can be changed in Mousepad preferences, "Plugins" tab (the preferences button appears once the plugin is activated). See https://docs.xfce.org/apps/mousepad/start for an illustration.
Otherwise the language for a document can be changed at the top of the context menu.

I did compare the view on preferences. the tabs view, editor and window are available but the 2 other tabs file and plugins not
and a search
#sudo apt search mousepad
finds only mousepad itself and not more.
same thing at installations time:

You are probably using an older version of Mousepad: plugin support was only added in version 0.5.5, and the current version is 0.5.6.

oh! thank you very much! I am trying a minimal installation in Devuan Ceres (the SID from Devuan). (About) all seems to work, but I am not aware if the software is up to date.
this would have as consequence I would have to try to build it myself?

If there are no repositories with a newer version, yes, you will have to build it yourself.
In this case, don't forget to install gspell first, otherwise the plugin won't be compiled.
