It appears the System Tray Icon in the General Power Manager Settings doesn't appear to do anything. Its also not documented here

Is that a depreciated setting and not used any more?
Also how is it reading the power status from Logitech Devices if I don't any any Logitech tools such as Solaar installed, is there another Logitech status application its calling or code built into the power manager or is the logitech stuff built into the kernel now?

Which distro and which version of Xfce are you using?
Assuming a recent version, the System Tray Icon will place an icon in your systray (or if you are using 4.16, in the Status Tray plugin). It is meant for users who are not using the power-manager plugin.
xfce4-power-manager uses upower to locate devices. Try:
upower -d
...to see if the Logitech device is being detected there.

No, its a separate plugin. Since you have the plugin enabled, if you also have the Status Tray plugin added to the panel, then a second power manager icon should appear there if you enable that switch.
