The same should work. Which distro are you using?
Apparently it doesn't. Must be the GTK3 version the distro uses. Try this instead:

Please remember the title of this thread and that it was solved.
Now you are discussing a different topic which is dimming in Xfce 4.14. It is a weird topic because there is no dimming of minimized app labels in Xfce 4.14 by default (unless it was done in your chosen theme I guess).
