To uninstall and then reinstall xfce4

How do we uninstall and then reinstall xfce4 and/or its software packages in order to fix a trouble, i.e. not able to put launcher on panel ?

I don't think that will work. I've replied in your other thread. Ensure you own all the files in your home directory.
