This began two days ago and I have no clue what triggered it.
I am using 4.16 on an Arch Linux Installation, I have not done any updates for a couple of months.
Las sunday I was working and I noticed that the windows had no border or no title. I couldn't move or resize anything. I got out of session and returned. Everything was fine. Then I repeated the loggout login routine and things were again without border or title.
I checked other user account and their xfce seemed to be ok (it has a default setup that one).
I tried to modify my own account, turn the settings back to default, but I couldn't find the right options.
Today everything started allright (a terminal had all its decorations), but when I started firefox, titles and borders disappeared.
I am a bit lost about what to do.

Hello and welcome.
It sounds like xfwm4 is crashing. You can check with coredumpctl, the journal or ~/.xsession-errors (if you are using that). The quick fix is to re-run "xfwm4" when this happens.
I have not done any updates for a couple of months.
It may be time to do so. A lot changes in a couple of months in a rolling distro.

I do have some lines in coredumpctl from much before the weird behavior began. They look like this:
Thu 2021-09-09 17:07:20 CDT 635 1000 985 SIGSEGV missing /usr/bin/xfwm4 >
Mon 2021-09-13 21:13:39 CDT 11145 1000 985 SIGSEGV missing /usr/bin/xfce4-terminal
But nothing newer. I think I shall enable the xsession-errors.
( I have a slightly neurotic reason to not update this months: I send some scientific paper to a journal that has some computational calculations and I do not want to change libraries or such while we answer the critiques : P )
