How change color of window title bar

How definitve way to change color of window title bar e.g theme is having it blue, font color is white ?

How to have theme showing it red or else color
can font color be modified too ?

It's documented here. Font colour is in the themerc file and titlebar colours are in the individual xpm files. If you search this forum for "titlebar color" you'll get a number of hits on how to do it.
