Plymouth reappears after systemd reaches reboot or shutdown targets

Xubuntu 20.04.3 LTS

After systemd reaches either reboot or shutdown target, the plymouth splash screen reappears and hangs for about five seconds. The screen lights up again, but it shows no animation this time. No input is registered. Pressing Escape doesn't display the detailed boot output anymore. It essentially just reappears and hangs itself.

This post on reddit and this bug report suggest that some git build fixes the issue, but which one exactly?

Does anyone know anything about it? I had to disable the splash screen because it was so annoying.
