Making panel plugins hoverable while toggled

Merry Christmas, everyone!

Just a quick question. Any way to make panel items hoverable while one of them is toggled or checked. Currently, activating (i.e. toggling) one item makes others inaccessible and it needs to be toggled off to be able to switch to another item.

I want a menu-like behavior, where clicking one any panel item toggles it on but the rest are still hoverable.

Do you mean clicking on one plugin to display its context menu but still being able to hover over (or click and activate) other plugins? Is this for all panel plugins or just some specific ones?

That's exactly it! If I, let's say, misclick on one of the plugins, e.g. PulseAudio Plugin, and thus activate it, to be able to select the one that I wanted, say the Clock, I'm going to have to deactivate (toggle off) this one first, which has to be done outside of the plugin area. It's not just about misclicks per se. The current behavior is clunky, flawed and, frankly, annoying.

Is this for all panel plugins or just some specific ones?

It is the case for all of the plugins that come pre-installed with Xubuntu 20.04.

I'd imagine this would be difficult to change, since the panel buttons are really toggles, as we discussed a couple of weeks ago.

True, but this menu functionality looks like its hard-coded into the code - there is a blocking mechanism to prevent a menu display on the panel if another plugin's menu is already opened.
