Panel Height

I am using Debian 11 (Bullseye) and Xfce 4.16.2.

I just noticed after the upgrade that the panel I placed at the top of the screen is a little short for the icons, and needs to be taller.  How can i change that?

Do you mean this?

Row Size (pixels)
    Change the height (or width, if the panel is in Vertical or Deskbar mode) of a single row of the panel. The total panel height (or width) is equal to the “Row Size” × “Number of rows”.

Yes!  That's it!  So "Row size" is actually meaning "Row height".  Go figure.
