In 'Power Manager' settings there is 'Power Manager/Display power management ' (let callit PM-DPM)
In Screensaver Preferences / Advanced there is also 'Display power management' ( SS-DPM)
I try to understand what each dialog controls.
If i got it right, PM-DPM (as the hint says) it wont control the DPM, but allows you to choose between two ways to do that .
So PM-DPM seems to be the choice (PM controlled DPMS | X11 controlled DPMS).
If that is the case i think that dialog element's name should change.

Which screensaver are you using that has dpms settings? Have you tried xfce4-screensaver? It is more integrated with Xfce and doesn't have any dpms settings - it leaves it to the power manger to handle.
