orage panel clock off time

i'm watching timed events happen on the screen while at the same time watch the clock on the panel display he time formatted as " [[ %Y-%m-%d | %H:%M:%S | %Z ]] ".  an event that was set to happen at 19:00:00 and update the display happened while the orage panel clock showed 18:59:58.  that makes it 1..3 seconds late unless the other event was 1..3 seconds early.  any ideas?  any suggestions how to check this?  do i need to do things with real-time modes?
