I'm having problems with my panel configuration. I would like the panel to span both of my monitors, but the "Span monitors" option doesn't seem to work. I cannot drag the panel to the other monitor.

Can you post back your xrandr output:
xrandr
...as well as the output when running xfce4-panel in debug mode:
xfce4-panel -q
PANEL_DEBUG=all xfce4-panel
Which distro and version of Xfce are we dealing with?
nvm - looks like 4.16 with CSD window.

Hmm. Interesting.
First, xfce4-panel recognizes your monitor layout:
xfce4-panel(display-layout): 0x558f5df7aa80: display=:0.0{comp=true}, screen-0[0x558f5dd3c020]=[3840,1080]{comp=true, sys=0x558f5dd4d0f0, rgba=0x558f5dd55ca0} (DisplayPort-0=[0,0;1920,1080], HDMI-A-0=[1920,0;1920,1080])
But, for some reason, it sets its working area to only the width of one monitor:
xfce4-panel(positioning): 0x558f5df7aa80: working-area: screen=0x558f5dd3c020, x=0, y=0, w=1920, h=1080
Looks like a bug. I looked into existing bug reports and found this one. There probably is a bug here, and feel free to post to the bug report, but the original bug reporter was able to work around the issues by deleting and recreating the panel.
