Looks like screen tearing, but it's not...

I was investigating screen tearing and have done some digging already when noted that vertical and horizontal edges (of a window) brake only around mouse pointer.
Also noted when moving mouse over video, part of picture under cursor shifts slightly.
The area is to the right and below cursor and size of approximately shorter side of credit card.
Interesting that screencast doesn't capture the effect.

It is a bit annoying, how do I fix it?
Suspect that this area may be a notification area or something. So may be it is possible to disable that feature?

What is more unsettling is that could be a sign of major problem.
Is it a symptom of some kind of misconfiguration is OS?

That looks like a broken monitor to me. If you have an Ubuntu USB stick, boot up a live session and see if the problem persists.

More info would be helpful: OS, Xfce version, window manager and hardware configuration.

Those screengrabs are frames from video where I move corner of terminal very fast. This artefact is always at cursor (any place on screen)

EDIT :
The issue is gone if PRIME profile is changed from Performance to On-Demand
So it has something to do with Nvidia drivers

can you take a photo of the monitor (many phones can photograph up close) showing the effect in the simplest case?  or maybe a steady short video?

The effect is visible better when pointer is in the middle of upper side of terminal window
It's kind of rectangular "ghost" area/region at lower-right of the pointer

Tried Compton - doesn't seem to make any difference
