Hi,
When I first boot up, the display switches off after x minutes as designated, but after a bit of time, less than an hour, it stops automatically turning off. When I close out of all windows, the display starts turning off again. When I reopen the windows, it at first still turns off, then after a bit stops working again. All options including "Black after", "Put to sleep after", and "Switch off after" stop working. It is always able to reduce brightness after x seconds of inactivity. This started only recently, like a week ago. Is there a solution to this issue?

Which distro, version of Xfce and xfce4-power-manager are you running?
Is anything inhibiting power manager when you run into the issue? The following command will show you if something is:
dbus-send --print-reply --dest=org.freedesktop.PowerManagement /org/freedesktop/PowerManagement/Inhibit org.freedesktop.PowerManagement.Inhibit.GetInhibitors
Otherwise, post back the results of:
xfconf-query -c xfce4-power-manager -lv
...and your ~/.xsession-errors file (if you have one) around the time of the problem.
You can also try running xfce4-power-manager in debug mode:
xfce4-power-manager -q && xfce4-power-manager --no-daemon --debug
...and post back the output after you notice the issue.

Nothing seems to be inhibiting the power manager. I set the display to switch off after 1 minute and dim after 55 secs to test it. I don't get anything at the time switch-off should be triggered.

I don't see any xsession errors at the time of the problem.

When I close out of all windows, the display starts turning off again.
Seems to indicate that something is inhibiting it, but when you ran the command to check inhibitors, none were listed. Is it one specific window/application that triggers this? Maybe try shutting down the windows one at a time and testing, start with the browser.

Unfortunately, these aren't time stamped so its hard to tell how far apart these were issued, but it does imply that an attempt to dim the screen happened. What kind of video card and driver are you using?
Is this a laptop? Desktop? Are you using multiple monitors?

Interesting that the power manager dbus channel doesn't show an inhibitor, though. I wonder if chrome is doing something outside of the power manager.

I figured out the problem only occurs after a video is played in the browser. I tested this after you asked what video card I was using. It does seem the problem only starts after I play a video and persists until I exit out of the browser entirely, just closing the tab with the video doesn't work. I turned off hardware acceleration to see if that would make any difference, but no success. I downgraded my chromium package, currently version 102, to version 101, and found the problem doesn't occur. The time when 101 was upgraded to 102 matches when I recall the issue starting.

The issue seems to only occur when the video is allowed to play audio. If a video is started in a muted state, the screen is still able to auto blank. But also, if it is just audio that is played, the screen also retains it's ability to auto blank.
