The brightness setting suddenly not giving effect at all, only respond user's mouse click GUI
On ArchLinux what package is brightness setting is in so it'll be updated
This very likely due to the /root directory accidentally got deleted as it happened next to then

A systems backlight interface is defined at the kernel level. Try reverting to a previous or the lts kernel to see if it helps.

the GUI slider correctly respond mouse click so it'll slide left or right, but that's it, no effect in doing its job
But:
GUI slider doesn't respond mouse scroll wheel as it was usually

What GUI slider? Which application or applet are you using?

The xfce4-power-manager plugin? If so, please post back:
xfce4-power-manager --dump
...and:
xfconf-query -c xfce4-power-manager -lv
Have you tried creating a secondary account on your computer to see if you can replicate the issue there?

I notice you have the tray icon enabled. I'm not sure this supports mouse scroll brightness adjustment. Can you add the Power Manager Plugin to the panel and test with it?

Problem is sort of interface / module to firmware as proven that:
FN + Brightness Key UP DOWN
failed to function as it was normally
