I have 2 Panels enabled. Panel 1 at the top of the display, with an App menu, and various other widgets. Panel 2 at the bottom of the display, with Show Desktop, Window Buttons, and the Workspace Switcher widgets.
My older Linux host is running Xfce 4.12, and when I have various xfce4-terminal windows open, the buttons have the xterm style header text displayed. When I minimize a terminal window, the text inside the button is enclosed in square brackets, while terminal windows that are not minimized, the text is not enclosed in square brackets. That makes it easy to see which terminal windows are open, and which are minimized.
On my newer Linux host, running Xfce 4.16, I have a similar setup, but the button text does not get the square brackets when I minimize terminal windows.
What controls that? The Window Manager Theme? A setting in xfce4-terminal?

Are those square brackets textual or graphical? If it's the former, it's owned by libwnck; if the latter, it's controlled by your GTK theme.

Pretty sure they are textual. I have Arc-Dark-solid chosen as the theme for both.
