"Transparent to mouse" mode doesn't work with xfwm4 (e.g. PureRef)

Hello. I use PureRef and there's a feature called "Transparent to mouse" that allows to overlay the PureRef window over everything else and still use any app underneath like PureRef isn't there. However, with Xfce it doesn't work. the clicks are still registered for a PureRef window. (Not with Xfce but with xfwm4 in particular, replacing the window manager works albeit not an ideal solution because I mainly like Xfce because of it's window manager. Love the Super+double click to maximize)
I only found this to be broken with PureRef but I'm guessing it would not work with any other app that has this feature
