In my new updated Debian bullseye v11.4 installation with its Xfce v4.16, I can't seem to figure out how to manually add a new program to its Applications menu via GUI. Online searches say I have to do it manually with a text editor. Is really no way to do this with GUI like in KDE, Windows, and macOS?
For an example with SeaMonkey v2.53.13 (https://archive.mozilla.org/pub/seamonk … 64.tar.bz2). I wanted to add its extracted ~/bin/seamonkey/seamonkey into Xfce's Applications menu.
Thank you for reading and hopefully answering soon.

Hi and welcome to our lovely forum!
Try MenuLibre. The package is available in Debian under the name of menulibre.

Thanks. I'll check it out! It would had been nice if xfce came with its own without relying on a third party for those who aren't technical like editing configurations. with text editors.

Desktop entries are part of the Free Desktop specifications. I believe MenuLibre was created by one of the core developers of Xfce and it's included by default on Xubuntu. I'm not sure why the Debian Xfce team doesn't ship it by default. You should probably ask them.
Xfce relies on a lot of third-party components; Atril and Network Manager applet being the most prominent ones.

I finally installed menulibre, but where is it in Xfce? I don't see it in its Applications menu?

It should be in the Settings category, called Menu Editor.
Alternatively, Application Finder will help you. By default, Alt+F3 will open Application Finder, then you can type in menulibre and the Menu Editor app will show up. Next, select it from the list and click Launch or press Enter.
As a last resort, open a terminal window and run
menulibre &

there are packages you can install. there are projects that include one or (maybe also zero) packages. there are distributions that pre-install a select set of package from many projects. MenuLibre is a package that was distributed as part of a project other than Xfce. i believe that is because MenuLibre is considered useful in many different DE projects, such as KDE. it would up to the distribution or the administrator to choose to install it. what i'm saying is that it would be confusing to have it be part of the Xfce project. your confusion seems to be that you believe you need to confine yourself to only a single project. that or you believe the many DE projects are incompatible with each other.
