Window frame preview blocks mouse, causing flicker loop.

Hi all,

For the panel Window Buttons I have the option on for 'Draw window frame when hovering a button'.

Problem is, on the occasion that the outline might appear over the button I'm hovering over, and when the outline appears under the mouse, it blocks the mouse from hovering over the button, so the frame disappears, but now with the frame gone the button works and shows the window outline again, and repeat. This results in a flicker while mouse is on the affected part of the window button.

EXPECTED BEHAVIOR: mouse ignores the display of window frame outline.
