Hello as a title I see Xfce4 4.16 not follow gtk theme. firtst I thought problem depend from distro, but I saw unader Debian NETINST and Slasckware 15 the problem it's the same; than I try different theme, so problem remains; I explain:
When I install them all xfce4 parts follow it correctly, excepti on Stettings->Panel that window it's black; below I attach image screenshot (Numix theme)

I'm sitting in front of Xfce 4.14 right now so I can't test it, but I have seen this problem myself. I think what you need to do is to go to:
Panel Preferences > Appearance tab > look for a slider button named "Dark mode" and set it so it follows your current theme.
It's an easy fix, but a pretty jarring experience to have panel set to dark by default and not only the panel, but also the panel preferences switch to dark mode.
Light/Dark mode is another crazy thing inherited from smartphones because they can't do theming or apply different themes and icons to the panel like LXQt.
