How to setting all navigation keys in default keyboard in another

How do we have setting all navigation keys ie. up down left right and Alt, ctrl and shift keys pressed held while pressing them, in default keyboard here English, to be in another keyboard layout, e.g. Arabic ?

Please urgently needed help !

You can only select one from the list of available key combinations under Change layout option.
