Hello, I am new to XFCE and I am running linux mint 21 64bit and using XFCE version 4.16.
I really like it but my only problem is that the lock screen does not work. Clicking on the "Start" button and clicking the lock button at the top right does nothing.
How can I get my lock screen to work so I can lock my computer?

Hello and welcome.
First question is, do you have a screensaver installed and is it running?
ps -ef | grep screen
If so, what does your lock button run? Rigtht-click on the button and select Properties, then look on the Commands tab. What happens if you run that command directly in a terminal window?
And finally, can you post back the contents of your ~/.xsession-errors file?

The button is at the top right of the window that pops up when you click on the 'start' button. Right clicking on that button does not do anything (no popup context menu)
I did however find this and according to that it runs xflock4
Running xflock4 returns nothing
$ xflock4
$
I also looked at ~/.xsession-errors but had nothing relevant. I also cleared that file, tried to click the lock button and even ran xflock4. It did not generate any log entries in that file.

Make sure the Screen Locker entry is ticked in the Application Autostart tab of Session and Startup dialog:
Or you can create an autostart item with the following content:
$ cat > ~/.config/autostart/light-locker.desktop
[Desktop Entry]
Hidden=false
# Ctrl-D here. note the blank line above
