Release notes for 4.17.1

[Please note that this is a development release.]

Released before 4.18pre2 mainly to fix #33 as soon as possible.

- Update copyright year
- Create per-channel config directory if it does not exist (#20, !15)
- xfconfd: Locale independent writing of floating point values
(#33, !26)
- xfconfd: Silence GLib deprecation warning
- Use `I_` from Libxfce4util
- Update `.gitignore`
- Fix "release" stage in CI
