This week I upgraded to Fedora 37 and now when I select "Applications - Log Out" I get a sound that I never had before. My "Settings - Appearance - Settings - Enable event sounds" is off.
Why am I getting a sound in this case (possible bug)? If this is not a bug how do I disable this sound?

It's tied to session screenshots - older functionality. There is a bug report about it. You should be able to disable it with:
xfconf-query --channel xfce4-session --create --property /general/ShowScreenshots --type bool --set false
