Always on top window behavior change

Before when I would toggle a window as "Always on Top" it would still get covered when I would make another window fullscreen, which was nice for watching a movie, but now it remains visible over the fullscreened window. Another bug with the recent release or is there a setting to revert it back to the old behavior? Thanks.
